I believe it's an NCAA rule that you can't sell beer at on-campus football games. Reason why Tulane and Memphis (and us at the Cotton Bowl) can sell it. Was the Rice game you mentioned at Reliant?

It's an awkward fenced-in area in the endzone concourse of Rice Stadium. Was packed with SMU people at last year's SMU-Rice game (I didn't know it existed until I walked into the stadium). Went there during halftime and didn't leave until they shut it down halfway thru the 4th quarter.

Alcohol sales are at the discretion of the school and or conference. Write up by WSJ looking at alcohol sales
Although the National Collegiate Athletic Association bans alcohol sales and signage at the championship events it controls, it doesn't regulate school activities during the regular season. The nation's various athletic conferences also generally pursue a hands-off policy, though some do limit or ban alcohol sales at conference-sponsored tournaments and championship games.

booze isn't the answer. you can easily smuggle booze in now. They need to convince the students that it is "cool" to attend games and support the team. Perhaps they could pay several students (10-15 per house, dorm, etc) to spread the word and convince their friends and other students to go to the game.
