Houston is a commuter school. They have a large number of students who are "taking classes" there that are not full-time students. Quite a few of them are transfers from other universities/community colleges. In addition to a high number of drop outs, many of their students will end up finishing their degrees at other schools. 26% of their students transfer to other schools and only 41% graduate from there. UT's graduation rate is 81%.
As a result, their alumni base would probably be 1/3 to 1/2 the size of a 35,000 student "normal" 4 year university.
