“I'll be dipped,” said former Big 12 interim commissioner Chuck Neinas when informed of the hire in an early-morning phone call. “I guess they'll be able to negotiate with CBS.”

Kind of a sarcastic tone to his remark IMO.

That's standard operating procedure for Neinas the ninny.
Here's another quote:
“That's a break for the Big East. They have outkicked their coverage on this one,” Neinas said of his old friend. “That guy [Aresco] keeps telling me he wants to move to Colorado. He made a wrong turn on the way to Colorado.”
Re: CBS: Big East's hire "home run," Neinas shocked
And I wonder what jerk said this. His arithmetic isn't even correct.
“Two-thirds of the schools are Conference USA, the Mountain West and independents,” said an industry source, “that were valued at pennies on the dollar [in terms of TV]. They went to the Big East. What changed?”

CUSA schools entering the Big East: SMU, UofH, UCF, Memphis
MWC schools entering the Big East: Boise, SDSU
Temple from the A10/MAC
Naval Academy: Independent
So that will make up 8 schools in a 13 team football conference, and let's be honest football is all that matters in contract negotiations. Having a 20 team basketball league does nothing for you when it comes to TV money.
So he is technically off because it's not 8 out of 13 isn't 2/3, but 8.66667 is 2/3 of the league.... And yes they weren't valued when in their current conferences so what has changed?
Re: CBS: Big East's hire "home run," Neinas shocked
What changed is they picked the teams from CUSA/MWC that were trending upwards, removed them from schools like Wyoming, New Mexico, Tulane, UAB, UTEP, and a few others, and put them with the likes of Louisville, Cinci, Notre Dame (sans-football), etc. It's value through perception, that's all.

The Big East has hired CBS executive vice president Mike Aresco to be commissioner of a conference now in rebuilding mode.
Aresco has been a vice president in charge of programming for CBS since 1996. He's handled the network's contract negotiations with the NCAA for the rights to the men's basketball tournament. He also negotiated CBS's 15-year deal with the Southeastern Conference.
He has no previous experience working for a conference or university.
The Big East is in transition and will begin crucial negotiations on a new television contract in September. The defections of longtime members West Virginia, Pittsburgh and Syracuse cost former Commissioner John Marinatto his job earlier this year.
The Big East has added seven schools, six set to join next year.

Espn
The Big East made a bold move with the hire of Mike Aresco, tasked with delivering a lucrative television deal for the newly reconfigured league.
The Big East proved itself forward-thinking and visionary on Monday when it hired CBS executive Mike Aresco as its new commissioner. This is a bold move, made to ensure this conference not only survives into the future -- but thrives into the future.

whats different is that BE additions are cherry picked best programs and markets available - so when you combine those together with the existing BE teams you have something pretty special. It also drops all of the dead weight, market wise, so that you arent splitting with teams that dont add to the value (sounds familiar, but coming from the other direction not quite as painful). Each team added has very high value -

again-what's changed? SMU, Boise, UH, Air force, SDSU, Central Florida Memphis were prominently part of the CUSA. MWC etc TV deals and THOSE TEAMS were worth pennies on the Dollar too. I understand that NBC might be desperate and they will likely pay some premium but I still don't see any network paying BCS Dollars for these teams. These networks aren't going to give away money when none of those teams carry a significant market and will not attract an audience comparable to other schools and other conferences in their own markets

He did not say MAC schools in his quote so don't count that. But since you guys lost RG3 you will see the bottom of the Big 12 for a while to come.

So I guess TCU should still get what they were getting in the MWC?
What's changed with them?
