I posted that - and let me be clear - Phillips has helped recruit on a few players but his "duties" are to coach the receivers and to give June input when June asks for it and only when June asks for it. Phillips is absolutely involved in recruiting, that is one of the main reasons he was hired. The rivals reporter was trying to get Phillips to say something controversial, asking if he was going to be working as an assistant OC. Phillips responded by saying he was brought in to coach WR and if he was asked to be involved in more, he would be. The conversation had absolutely nothing to do with recruiting.
If folks want to call out Phillips because his unit is under-achieving and dropping balls, that makes a lot of sense. But there is so much misinformation thrown around this board now, it is insane.
If there was an interview somewhere that Phillips said "I am not involved in recruiting" or another coach indicated that Phillips is not recruiting, I have not read it or watched it.

I heard that Phillips has been prevented or restricted in his recruiting by multiple sources long before that interview. By the way Jason Phillips job title is listed as Co-O.C./Assistant Coach/WR so it was not a controversial question. But an anti recruit site jerk would perpetuate that is was.

Here is the list of kids that Phillips has been lead recruiter on. Note that all of them were committed to us or elsewhere by July, except for Jarmon (we were out of the running by July) and Smith (don't have any info on him, but he has no stars and no offers)

IMO Hill and Mason are clearly taking the led in recruiting because they have the numbers. But numbers do not necessarily mean quality. That list might not be updated, I don't know. The guys he's going after at least mostly have tons of BCS offers he just hasn't closed the deal on any.
