He just set it on the ground. One of the weirdest things I've seen.
These coaches get a little too cute sometimes. They wanted to center the ball for the kicker, I suppose. There have been some strange turn of events the last couple weeks in both college and pro games, but this takes the cake.

The refs got out of dodge so that they wouldn't have to figure out what the right thing to do would have been

So the ASU player sitting on top of the ball should have been flagged for delay of game, and Wisconsin should have been able to get another play off.
