Expect the number of schools interested in Waters to go up. A lot of coaches see him as a college fullback, with the thinking being that he will get significantly stronger. If he grows between now and Signing Day, coaches will be all over him because there will be more room on his frame to add size and weight. If not, he's a guy who might slide under some schools' radar. He runs like he looks: strong. This is not a guy who's going to de-cleat someone with an ankle-breaking series of fakes - he'll put his hat down and run right through/over people. He's a little like Kris Briggs, but a step quicker.
