As awesome as it would be, it will never happen. Dallas has no appeal on an international level. You say Dallas outside the US, they know it either from the TV show, the Cowboys, or aren't familiar with it at all. Houston is an absolute long shot. You have to think of what iconic landmark can the host city plaster everywhere. With cities like NY and LA, you get a mental image just from mentioning them. Dallas? Houston? Nothing.
It would be a great excuse to completely modernize the Cotton Bowl. I think you could squeeze a track in there, even if you had to lose a couple rows up front. But it's a pipe dream.

I agree Dallas will not get it, but I am not so sure about the lack of an iconic landmark being the reason. What is Atlanta's iconic landmark? Texas as a whole would be an iconic landmark internationally I would believe. Many would picture the wild west, cowboys, saloons, oil wells, cattle drives. Or the more recent thoughts would be of the TV show Dallas. I do not believe not getting the Olympics would be for that reason. Winter Olympics is a whole different ball game. It's a location thing because you have to have mountains. They want people to be able to get a mental image of the city with the Summer Olympics. This is a weak excuse, if you ask me. Didn't the school dip into its own coffers to build the (second) new tennis center when it wanted the garage for the Dubbya Liberry? Plus, has U.S. Swimming been approached about somehow splitting the cost or helping to raise the cash? My understanding was that U.S. Soccer split the cost of Westcott Field when it was built before the 1994 World Cup. Whoever brokered that deal should be asked to help with a natatorium. SMU has too rich a swimming and diving tradition to be competing in an antiquated facility like it has now.

I do believe that the parking structure that is being built where the tennis facilities were is actually for the new residential commons being built and not for the Bush library.
