I am surprised that this is legal per NCAA. Guess that they will have some actual students living in there too in order to meet NCAA regs, but this is insane...

I thought this part was a bit comical. Just call it as it is.
"To comply with NCAA rules, KU athletics states in its internal student-athlete housing policy that "student-athletes may not receive any special services or material amenities that are not provided to all students on an equitable basis." So the new apartment building would be open to 34 non-athletes."
100% of the basketball students and a less than 1% to the non-athletes is hardly equitable.

I remember Kentucky had something similar in the 'Wildcat Lodge,' given specifically to their basketball players and perhaps a few select football recruits. It's a super nice apartment complex with the dorms being fully furnished 2BR apartments.
The way it worked there is there was a student lottery for either a couple of students, or perhaps only one, to live in the 'dorm' with the athletes, thereby officially making it a dorm. But it all exists around loopholes.

It's apart of the arms race in college athletics. KU Towers suck and this was long overdue. I actually think they should have spent more.
