Is there a timetable on when transfers have to sign? If so does it coincide with High School Signing Day?

Not necessarily. Transfers can sign at just about any point between the time they leave one school and enroll at another. There is no rush. (There are some specific definitions to the rules, but that's the basic gist.) So if someone wants to transfer, they do not have to annouce by Signing Day.
