Yea Army specifically left C-USA (before SMU joined) so they could be independent.

Army and Navy each have their own bowl deals. They have a contract with CBS for the Army/Navy game which is a huge payday for them which they don't want to share with anyone else. And they have their own CSTV contract. So, what does partial membership in the BE get them that they don't already have? Maybe a part of a BCS payday.
