Louisiana has struggled to streamline its various university systems. Obviously politics plays a big role and often interferes with rational business decision that could increase efficiencies and cost.
With the downturn in the economy and pressure from decrease tax revenues, the LSU system was forced to make some changes. I had a daughter in LSU and received several letters reassuring me that LSU was still committed to a quality education and such. But the bottom line was the state was forced to make hard choices because it just didn't have the money.
I don't know if Texas is under similar financial difficulties but if so, then some changes will be made because there just isn't enough money. That isn’t really an assault on the universities but an economic reality.

It probably doesn't hurt UT-Austin or A&M College Station but UT Arlington and A&M Commerce may feel severe pain due to lack of endowments. I note that most all state Universities with large or established alumni bases are waging huge endowment campaigns. For example my other alma mater William & Mary has one going on right now. Since W&M was established in the 17th Century, it has a large and established base of alumni although its endowment was plundered during the reconstruction.

It was their gifts that are actually still around. The Wren Building the Brafferton, and the President's residence are still standing and still in use. Add in that a few of them had something to do with the founding of the United States, (Washington, Jefferson, Madison, Marshall, Wythe) and well that was a pretty good group of alums. W&M has 88,000 alumni.

Facts show that spending more on education does not improve the system. Just look at the results we have seen as the money spent has increased. Look at private schools showing better results for less cost per child. I would have no problem with spending as much as they wanted if those spending knew how to do so wisely. But to this point it has not proven to be true.
