So does this excerpt from the story infer IPF?

It's happening. Coach discussed it with his staff at least a couple weeks ago. The plan hinted on here is what is happening.

If you subscribe to either Scout or Rivals you will note that nearly every recruit that has done interviews with them has made reference to an IPF.

The money is there. The plan is there. Shovels will be in the ground soon.

whoa nelly. Don't think shovels will be in the ground soon at all. It is something we will be doing, but we have Miller to finish paying for, tennis to finish paying for, and a natatorium to get started before we start the IPF.

Phase 1 - expansion/remodel of football coaching offices, lockers, lounge and other good recruiting bait.....
Phase 2 - IPF

They will ultimately tie together.

I would think the big-bucks alums would be far more willing to grab their checkbooks for the IPF than for some other sports. I'm not saying that's right or wrong, but if Rick Hart calls and talks about how Morris is killing it on the recruiting trail and we need an IPF pronto, I'd bet some would start cutting checks.
